The only way to not have diversion is to sell all drugs like alcohol. All drugs are diverted, even antibiotics, because prohibition makes it profitable, and it's the only way for people to not have to use unregulated drugs. OUD has nothing to do with where drugs come from.
So tell me again, how cancer pain is an exclusion? How end-stage cancer patients are able to access what they need? If you think this can’t happen to you you’re wrong.
