Paradise was never upscale. Even before the fire a significant percentage of the housing stock was mobile homes. But things have shifted down an entire level.

UC Santa Cruz administrators have a lot of experience dealing with protestors. They negotiated with the students to move some of the tents so there was access for emergency vehicles.
