The recently released 2024 Off-grid Solar (OGS) Market Trends Report by ESMAP, GOGLA, and Dalberg provides critical insights into the state of energy access globally. A striking revelation is that, for the first time in 20 years, the number of people without access to electricity increased in 2022, reaching 685 million. Additionally, 1.6 billion people live in weak-grid areas with unreliable electricity access. The report highlights that the OGS sector served 561 million people in 2023, accounting for 55% of new connections in Sub-Saharan Africa between 2020 and 2022. As the least-cost solution for 398 million people projected to lack electricity access by 2030, OGS is central to bridging the energy access gap. Investment in the sector is growing, with $1.2 billion raised during 2022–23, up from $773 million in 2020–21, driven by increased debt financing and public sector involvement. However, access to finance remains a significant challenge, particularly for small and mid-sized OGS companies. Recognising the critical role of OGS, the World Bank and African Development Bank (AfDB) have committed to Mission 300 (M300), a pledge to provide first-time electricity access to 300 million people in Africa. Nigeria plays a pivotal role in this initiative, with the Federal Government securing funding for the DARES project under the leadership of the Rural Electrification Agency (REA). The Nigerian DARES project is the first of its kind on the continent and is poised to electrify 17.5 million Nigerians, setting a benchmark for other nations. In collaboration with SEforALL, the World Bank is exploring a regional DARES framework to extend this initiative to other West African countries, leveraging Nigeria’s experience as the trailblazer in designing and implementing this ambitious program. I had the privilege of sharing Nigeria’s journey with the Head of the Project Management Unit, @FemiAkinyelure, during a regional workshop with participating countries such as Sierra Leone, Chad, Liberia, Central African Republic, Congo, and Mauritania. We discussed Nigeria’s operational framework, technical requirements, and governance structures essential for successful project implementation. These exchanges of knowledge and best practices are vital to fostering collaboration and accelerating the adoption of distributed renewable energy solutions across Africa. As we work toward achieving universal energy access, partnerships, shared learnings, and innovative approaches will be the cornerstone of our success. As an innovative financing instrument, the @WorldBank's Performance-Based Grant Programme (PBG), under the Nigeria Electrification Project (NEP), has, over the years, been one of the most transformative mechanism in the nation's off-grid, renewable energy ecosystem. By design, the PBG aims to close the viability gap for mini grids deployment, serving as a results-driven approach to incentivizing private sector players to expand their services to hard-to-reach areas, in line with the REA's primary focus on alleviating energy poverty in unserved and underserved locations using clean, sustainable and renewable energy solutions. Implementing the PBG has been a win - win: incentivizing private sector players, while aligning funding to actual performance in beneficiary communities; enabling efficiency in the delivery of offgrid energy solutions. With over 160 mini-grids deployed through the PBG, impacting over 7 million Nigerians, the implementation of the NEP-PBG has aided unprecedented growth in the off-grid sector, contributing to a more inclusive and sustainable energy future.
