The Nation NewspaperMenu Reps halt implementation of certificate verification guidelines for Nurses Reps Tony Akowe, Abuja February 27, 2024 The House of Representatives on Tuesday, February 27, asked the Nurses and Midwifery Council of Nigeria to immediately stop the implementation of the certificate verification guidelines for nurses expected to take effect from Thursday, March 1, 2024. Adopting a motion of urgent public importance sponsored by Patrick Umoh (APC, Akwa Ibom), the House directed its committee on Health Institutions to investigate the issue and report back to the House. Moving the motion, Umoh informed that the Nursing and Midwifery Council of Nigeria, in a memo dated February 7, put in place fresh guidelines for the verification of certificates of practising nurses in the country. The lawmaker said that the enactment of the Nursing and Midwifery (Registration, etc.) Act, Cap. N143, Laws of the Federation of Nigeria, 2004, by the National Assembly was aimed at providing regulations and control of the practice of nursing and midwifery in Nigeria. He said the council has issued revised guidelines for verification of certificate(s) dated February 7, 2024, which will come into force on March 1, 2024. 15,000 nurses exited Nigeria last year, says Nursing Council Registrar According to him, the guidelines stipulate that applicants for verification must have a minimum of two years post qualification experience from the date of issuance of permanent practice licence; obtain a letter of good standing from the Chief Executive Officer of the applicant’s place of work and the last training institution attended, and that processing of application shall take a minimum of six months. He said further that there have been concerns, protests and stiff opposition to the implementation of the revised guidelines by health professionals led by the National Association of Nigeria Nurses and Midwives; He said: “Verification of certificates is to confirm and authenticate an already existing certificate issued by the Nursing and Midwifery Council, therefore the requirement for two years post-qualification experience before verification of certificate is unreasonable, arbitrary and unfair, as it may, among other things, restrict the freedom of nurses seeking education or additional skills and training in foreign universities. “The National Assembly is the body empowered by the Constitution to make laws for the country, and the requirement of two years post-qualification experience by the Nursing and Midwifery Council is to legislate through the back door, and therefore a usurpation of the powers of the National Assembly. “The requirement that applicants for verification must obtain a letter of good standing from the Chief Executive Officer of the applicant’s place of work is capable of creating forced labour and modern slavery as the applicant will be forced to be subject to the whims and caprices of applicant’s employer.”

As the registrar said on interview this morning: Nurses earn well in Nigeria, they earn around 135,000-200k depending on your facility and it is the right of the national wages commission to review it Registrar said it takes like 11 process to be a USA nurse and like 7 process to be a UK nurse so the time frame they gave in the circular is global practice Registrar said about 42,000 Nigerian Nurses left Nigeria in the last 3 years Registrar said it is because they didn’t put all these checks that is why people could forge documents and fronted as nurses in USA so these checks will reduce such incidence

Hi @Nigeria_NMC We were taught advocacy in nursing school but it’s a shame that our own highest nursing body is not advocating for nurses. You want to keep nurses in Nigeria for two years against their will and you didn’t advocate for better Salary for them?

My suggestions on this NMCN verification matter All Nurses go on strike Doctors join the strike in solidarity (I know this is a test run to see if it'll be accepted so it's important MDCN don't get any stupid ideas) Issue a class action suit against NMCN Hold them on chokehold.

I verified my UKRN 🇬🇧 license/registration for USRN 🇺🇸 pathway, I applied in less than 10mins online via @nmcnews NMC UK website… it was sent IMMEDIATELY to CGFNS… NO FEE!!! no courier services required!!! You don’t even need to upload anything! Since they have your records! After all they registered you! All you need is to provide where it needs to be sent and it’s done via email… Whereas, I applied for same verification with NMCN… paid a ridiculous fee! & I had to wait several months to have it approved! Before it was sent to CGFNS! If you’re the same body that issued my practicing license!!! There’s no reason why you shouldn’t issue me a VERIFICATION CERTIFICATE/CERTIFICATE OF GOOD STANDING.. IMMEDIATELY!!!! or within 24hours!!! All these unnecessary gymnastics over VERIFYING LICENSURE, isn’t necessary at all!!!! Too many protocols is exactly what leaves room for illegal activities! The solutions to some of the problems in Nigeria looks very simple until they don’t do it. Clinical staffs have been leaving all federal hospitals since last year and they’ve not replaced them. Some hospitals have had to shutdown some sections because of lack of staff. Explain this to me like a 2 year old if we had 20 doctors budgeted for and 10 leaves, how difficult is it to employ 10 more to replace the 10 that left. Except of course someone is chopping the money and enjoying not having those 10 on duty to kill others. We need a factory reset in this county!

I became a registered nurse in 2009. I started working in 2010, paid 25 - 30k as salary. That was 14 years ago. I was in my early 20s then. I worked tirelessly in Nigeria. Gave Nigeria the best of my youth. My 20s. 14 years later, they still pay nurses 30k. Make it make sense!
