The 2019 Draft London Plan's proposed a presumption in favour of 10-storey development on small sites that were within 800m of a train station or town centre, or was otherwise well-connected, if some key conditions were met.
London should follow New Zealand’s lead. The Mayor should rewrite the London Plan to explicitly allow up to six-storey developments near the capital’s best connected sites. There's some interesting precedence.
New Zealand offers a model for how London can cut emissions and get more homes built. In 2020, new rules required six major cities to automatically approve any building up to six-storeys within walking distance of the city centre, commercial hubs or rapid transit stops.
Making it easier for more people to live in places with good transport connections allows us to boost growth and cut emissions at the same time. Yet Paris, Madrid, and Milan all have areas that are more than twice as dense as the densest part of London.
It wasn’t always like this. In the 1930s, London built 61,500 homes each year. In some years, London built more than 70,000 homes, but we haven’t built anywhere close to that many since WW2.
London’s failure to build anywhere near enough homes to keep pace with job growth is not just an economic and social problem – it is an environmental problem too. Every day, Londoners make more than 10 million journeys on TfL’s buses, tubes, and trains, while only 42% of London…
London isn't building enough homes to keep up with job growth. The result? Homeownership out of reach, renters overpaying for cramped properties, and economic growth constrained.
And future transport upgrades should be tied to boroughs adopting similar policies. If you're getting a new tube station or more regular services, then you should accept more development too.
If boroughs fail to meet their housing requirement under this policy despite having high potential for density, the Mayor should use Mayoral Development Orders to eliminate unnecessary bureaucracy for small builders.

Taken together, all of these effects would boost Britain's stagnating economy by £33.1bn a year and give the chancellor £18.7bn that they could use for their priorities, whether it be tax cuts or green investments.
Finally building more homes in the right areas leads to agglomeration effects. Novel ideas are shared and new connections are made, which are the foundations for innovation. Building these homes could boost the economy by £2.5bn a year from innovation in our towns and cities.
High house prices mean that people are priced out of Britain's most productive areas. If we built these homes in the right areas, people could earn an extra £8.2bn a year because they can afford to live near great jobs that pay well.
The UK currently spends more on housing benefit (£23.4bn) than running any government department. This is taxpayer's money going directly to the hands of landlords. Building more homes could save us £1.1bn a year in housing benefit.
High house prices mean people have less disposable income that could be spent on goods, services and investments. Building 442,000 homes would save private renters £2.8bn a year that they could spend on products that boost the economy.
But we don't just build houses for housebuilding's sake. We build them because they meet a need. More homes would bring prices down and make housing more affordable. They help people get on the housing ladder and create communities.
