3. Policies without practice Scenario-based training is what changes behavior.
2. No structured threat assessment process. Without structure, decisions become emotional.
1.Leadership disengagement If executives aren’t visibly invested, the program loses priority.
De-escalation isn’t just about being calm. It’s about controlling the pace, the space, and the outcome. That’s a tactical skill — not a personality trait.
