It’s worth including a map showing the location of Ceuta, Spain. Spain has governed the enclave for centuries despite it being located on the African continent (Morocco’s northern coast).

Some people are asking why Spain still possesses territory in North Africa. A better question might be why North Africa is now Muslim and predominantly Arab. The Mediterranean coast of North Africa was part of the Roman Empire. During the early centuries of Christianity, the region became such a stronghold of the faith that one historian described it as the “Bible Belt” of the ancient world. Three popes came from North Africa, and Latin became the dominant language in urban areas. This strong community of Christians in North African actually contributed significantly to the early spread of the faith into the Iberian Peninsula. The character of the region began to change after Muslim Arab armies conquered the region in the seventh century. Those same forces also crossed into Europe, with the Moors conquering most of the Iberian Peninsula. Christianity survived in North Africa for several centuries but steadily declined as Christians faced forced conversion, persecution, and exile. Spanish and Portuguese efforts to recover territory in North Africa met with limited success. One notable exception was Ceuta, which Portugal captured in 1415. Ceuta held an important strategic location, as it had been a base used to launch the attacks on Spain and Portugal that led to the long subjugation by Muslims there. After its conquest by Portugal, Ceuta again became overwhelmingly Christian. It later came under the Spanish Crown in the late 16th century. Morocco besieged the city from 1694 to 1727 in one of the longest sieges in history, but Spain retained control. Since Morocco gained independence in 1956, it has continued to dispute Spanish sovereignty over the territory. Over the centuries, Muslims gradually returned to Ceuta. Economic migration, combined with higher birth rates among the city’s Muslim population, has substantially changed its demographics. Today, Muslims make up roughly half of Ceuta’s population. Looking at the last 2,100 years of Ceuta’s history, the city has spent considerably more time as part of the Christian European world than under Arab-Muslim rule. It has never been part of the modern Kingdom of Morocco. The claim that Muslim-majority Morocco has an inherent right to Ceuta because it is located in North Africa ignores the greater part of the region’s history.

Melilla es española desde 1497 y Ceuta desde 1668, cuando pasó de Portugal a la Corona. Melilla, cuando la tomó Castilla, estaba en ruinas y sin control efectivo de nadie: los wattasíes de Fez y los zayyaníes de Tlemecén se la disputaban sin ocuparla. No se arrebató a ningún Estado, se ocupó un vacío. La dinastía alauí, la que reina hoy, no llega al poder hasta los años 1660: casi dos siglos después. Pero el título español no depende de esa fecha, y ahí está su fuerza. Depende de cinco siglos de posesión continua, pacífica y efectiva, con una población que tiene ciudadanía española, vota en elecciones españolas y está representada en el Congreso. Eso es prescripción adquisitiva, la forma más sólida de soberanía que reconoce el derecho internacional. Marruecos no reclama por herencia dinástica, no puede, sino por contigüidad geográfica y marco descolonizador. Y ahí el argumento se le complica: Ceuta y Melilla nunca fueron colonias, son territorio metropolitano con las mismas instituciones que Cádiz o Málaga, y sus habitantes no han pedido nunca cambiar de bandera. La descolonización se decide por autodeterminación, no por proximidad en el mapa. Cinco siglos y una ciudadanía que se afirma cada vez que hay urnas. Eso no lo mueve un argumento de contigüidad.
