Congress is incharge of the money. The President can encourage deficits or work to try to reduce them, but it's Congress that has ultimate control. The Trump years had Covid and Covid lockdowns to deal with. Huge amounts of money were spent on that. Trump reduced the amount that the Democrat Congress would have spent on those things, reducing the deficit from the amount the Democrats wanted to run up. Even besides the Covid year, Trump kept trying to cut spending but Congress would have none of it, and in that instance Republicans Senators and Representatives as well as Democrats contributed to the spending. Congress just loves to spend money they don't have. It's good politics. It was half of Biden's speech. Promising money for everything under the sun and then claiming he's going to reduce the deficit while he greatly increases entitlements. And time after time many people buy these promises as the debt goes from 5 trillion to 10 trillion to 34 trillion and beyond.
