@Samfr One of the major purposes of outsourcing was to fragment the civil service labour force and break the hold of national pay agreements. Prisons are in a dire state, the private ones are run by the prisoners now, one reason so many staff are leaving
@Samfr Not just under-recruitment, but in just over a decade there's been a massive drain of experience - partly driven by voluntary redundancy schemes.

@Samfr Problem with the current situation is that good staff are demotivated and demoralised; poor staff know they can't be replaced so don't need to upskill or work hard.
@Samfr Also, the amount of energy expended on efficiency saving plans is mind blowing. Instead of being productive, the civil service is in a constant state of picking which limb to amputate next. Very grim for front line staff morale.

@Samfr Based on trends we are missing at least 5 million government employees since the Great Recession.
