Plenty of other taxpayer funded models around the world work much better. Ours worked better and was improving 14 years ago. No study has found any correlation between funding models and outcomes.

Of course, dentistry is one part of the system that doesn't "shut out co-payment and private revenue" and that is hardly a triumphant success.
@Samfr No, it's a case study in market failure. Dentists (rightly or wrongly) don't like NHS contracts so they simply opt out of the market.
@Samfr Dentistry doesn’t work for those people conditioned not to pay for anything health-related. Accepting that actually the set up requires co-pays and going for the private option works.
@Samfr Social care too. Means tested, co and entirely self payment options, private sector involvement in provision. 13% satisfaction.
