U.S. 13-year-olds read no better than in 1971—despite massive spending & reforms. The decline started ~2012 after rolling back No Child Left Behind (NCLB) and the accountability it required, The most disadvantaged students were impacted the most.

The State of Texas has provided $90 billion in public education funding, including $8.5 billion in new funding. That is an all time high. It’s time for ISDs to take accountability, and that starts by focusing on students outcomes and getting rid of administrative bloat.
