The disclosures in short: 1. LC is a "debacle" per top HMRC official. 2. It's designed for HMRC's convenience. 3. Despite "principled objections" to LC, government refused to change policy. 4. HMRC try to help government maintain the chosen narrative. Did it w/ 20 chars to spare.

Internal memo to FST confirms #LoanCharge was deliberately created to bypass tribunals. That confidence of "winning the vast majority of cases" did not exist at all as we now know from Jim Harra himself. Bypassing courts was HMRC's only way of 'winning'. whatdotheyknow.com/request/720828…

It looks like HMRC advised Jesse Norman against removing unprotected years from both DR settlement and #LoanCharge. One of the key reasons? Revenue loss. Because they are not interested in what's right or fair, but only in how much money they can squeeze out of people.

Worth reading about HMRC not exactly being clear about loan arrangements (even if they now say that their view was always clear). taxinvestigation.co/new/is-the-tax… This tells me 2 things: 1)tax is hard and HMRC don't always know 2)their protestations now aren't always to be relied upon.
