The Irish famine is critical here; so is Peel's commitment to low and stable food prices, which he thought economic growth was based on. Thus, whenever there was a downturn in the 1840s Peel reacted by cutting tariffs to get economic growth restarted.

The Irish famine is critical here; so is Peel's commitment to low and stable food prices, which he thought economic growth was based on. Thus, whenever there was a downturn in the 1840s Peel reacted by cutting tariffs to get economic growth restarted.
