Imagine a retiree who bought their Florida home 30 years ago. Thanks to Save Our Homes and homestead exemptions, they pay very little property tax today. If counties and cities replace lost revenue with non ad valorem- fire assessments, public safety assessments, stormwater fees, and road assessments….that same homeowner could end up paying thousands of dollars a year because those charges generally aren’t subject to homestead exemptions. The debate isn’t just about cutting taxes. It’s about who pays the bill and what the bill is called.

Florida voters typically approve constitutional amendments that expand homestead exemptions, but not always. A 2018 amendment to raise the exemption received 58% of the vote, just shy of the 60% threshold. Arguably, it was a poorly conceived exemption because it only applied to $100k - $125k in value. A 2012 amendment to prevent property tax increases if the value of your home fell from the previous tax year received only 43% of the vote. The ballot language for the amendment was a mess and overly complicated.
