Even under RPA, the strictest restrictions were only on candidates, as now (and even then only at their most stringent when covering constituency/ward issues) 1/2

@BenAndo @mikelovestweets At the time I was not so sceptical but rejoiced that a good, diligent and realistic man might be allowed to achieve what would provide the best possible welfare arrangement on which we could base the future. Sadly, it was whipped away from him before it could become reality
