You underestimate stupidity and slowness of huge bureaucratic systems. On top of that no one politicaly is responsible for bad decisions, and decisions themselves are not evaluated to being good or bad in retrospect. So while some of the decisions were conscious most of the dawn fall is just bureaucratic neglect.

@Smitty_Games Smart, any reason why you prefer nav mesh to grid graphs? Trying to make sure some areas are always reachable can be a nightmare on free form terrain with random position/rotation runtime modifications and will work nice with tiles and tilesized elements
