It's very simple, on Economic freedom (things like starting a business, importing/exporting), Singapore rates very highly. On personal freedom, it's down around 80th because of state over reach.

This is absolutely the way. A full, line item by line item review of Government expenditures, ranking them by importance. Always first cut spending before putting your hands in citizens pockets.
If we could shrink Federal Government to the share of GDP that it was 20 years ago we could save $100 Billion a year. Obviously one can argue at the margins here but the point is a pretty clear one. This doesn’t include State Governments, which I suspect in some cases
