The government recently announced plans to form a nonprofit entity to take over the media businesses of Singapore Press Holdings. Many observers have offered their thoughts on the merits of this arrangement (including my #workersparty colleagues). (1/n)
We can even treat the rollout as a pilot, to explore whether this approach is both appreciated by parents/students, and if it leads to appreciable reductions in tuition needs/improved grades. #makingyourvotecount (n/n)
In my cut for the Ministry of Education this week, I reiterated the #workersparty preference for smaller class sizes. But I also suggested that even if we do not roll this out for all subjects, we can do so for subjects where tutoring is elevated (math and languages). (11/n)
To be fair, teachers often enjoy these aspects of their job, which enriches their day-to-day. Still, the most excellent teachers have only a limited amount of time and energy, and large classrooms detract from what should be their primary focus (which is education). (10/n)
But we do expect these teachers to do a lot. They have to be subject specialists, and expected continue their professional development. They have to manage large classrooms. And they are also involved as advisors in co-curricular activities. (9/n)
In Singapore, teachers are incredibly valued (more so than in many societies I’ve lived in). They see their profession as a noble calling, and society, by and large, accords them respect. Teachers are also not poorly paid (albeit never enough), compared to other countries. (8/n)
But if private tuition is deemed necessary just to stay abreast, then it is no longer truly “optional.” Parents are, in effect, supplementing the education that their kids should otherwise receive in the classroom. This burden is especially pernicious for the lower-income. (7/n)
In primary/secondary school, there is an enormous amount of private tuition, especially in math and languages. Don’t get me wrong: some kids (although it’s usually parents) want to excel, and so are willing to spend extra to foster that excellence. It may even be cultural. (6/n)
There’s nothing inherently wrong with the first position. In fact, that’s what often happens at the tertiary level; the student is expected to take ownership of their education. But if it is the latter, especially at the lower levels, then I think our system falls short. (5/n)
It all depends on what we think the purpose of the classroom is. Is it to simply deliver the material in the prescribed syllabus, leaving the onus of understanding to the student? Or is it to foster genuine learning, ensuring no child is left in the dark? (4/n)
On its face, large class sizes don’t seem like a big deal. After all, we do great in international tests—ranking among the top in student achievement & aptitude—so what’s the problem? One could even go as far as to say that we are getting huge bang for our educational buck. (3/n)
Unfortunately, this statistic hasn’t budged much in the two-and-a-half decades since I left pre-university education. Our classes average 33 pupils. So while things have improved, we remain very different from other rich countries, including those in Asia. (2/n)
Growing up, I went to schools where classes had about 40 kids in the room. This was the case in both primary and secondary school, and it was only in junior college that my class whittled down to a little more than half that. (1/n)
This is a policy framework whose time has come. We hope that a tripartite workgroup can be formed to explore the feasibility of an end-to-end jobs safety net, to help workers today, and tomorrow. #makingyourvotecount (n/n)
Indeed, had a system of unemployment insurance been in place before COVID-19, we would have had to dip less into surpluses and reserves to provide relief. Wouldn’t a systematic scheme be better than ad hoc solutions that have to be enacted every time we face a recession? (8/n)
In Minister Teo’s reply, she acknowledged that redundancy insurance can provide useful income relief, and that MoM has not foreclosed this option. This is very heartening, as the #workersparty has been making this case for half a decade. (7/n)
Because such risk pools are at their best when they are large and diversified, a single government-run system is typically most efficient. To get the scheme going, government can seed the initial pool, but it would thereafter be self-funded. (6/n)
But that’s the nature of all insurance plans. Still, support comes at a time when cash flow is needed, and not everyone can lean on family or savings. For those lucky enough to never need payouts, they indirectly contribute to the welfare of their less-fortunate countrymen. (5/n)
