Several years ago, when Biden was still in the White House, I wrote that the US had stopped acting like an empire and had started acting as a nation. In other words, its policies were based not on sustaining the imperial system it had built for its benefit, but on national self interest as its elites saw them. This was a seachange, and it is causing a tremendous amount of global instability as Washington simultaneously tears up the old imperial rulebook while at the same time attempting to enforce imperial borders, protect imperial satraps, and combat states that challenge the empire and are now strong enough to resist US military-economic pressure. Nevertheless, I think that this just pushes the question back one step farther: why is this happening? The answer is that the US has become weaker in relative terms, and its domestic polity is fracturing. This, in turn, can be traced back to the liberal universalists and neconservatives who took over the United States after the Cold War -- the uniparty, if you will. When they took power, the United States was not just the world's sole great power: it was the strongest power in world history in relative and absolute terms. It took the US elites only 25 years to squander that awesome position. Meantime, at home, they built a socio-economic system that led to massively increased inequality, elite over production, outsided lobbying power for corporations and moneyed interests and unpopular social policies. This ultimately fractured the polity (which was becoming apparent even in the 2000s). This is all very broad terms, I'll admit, but this is why the world feels so unstable now: the US elites that took over from those who had run the Cold War made a mess of everything, and now they're trying to rewrite the rule book while at the same time selectively enforcing breaches of the old one -- even as the world power balance has changed enough for them to be unable to do either.

Pape is clearly right about the global instability due to the US becoming a revisionist state instead of the guarantor of the international order. I can't really think of another case. It's a really novel development. The interwar isolationism pales in comparison.

The deaths from the suspected suicide bombing have risen to 23. The bodies have been brought to the civil hospital in Quetta, around 47 injured as well. These are only partial figures as official are still busy with rescue efforts. Initial investigations say that the train had stopped at the paramilitary installation to attach new bogeys to the train for families of personnel returning home for Eid. Most of the casualties are women and children.
