@smartereveryday The Google Lunar X Prize tried this. None of the projects launched though unfortunately, but a lot of development was done.

@smartereveryday This is basically (although simplified) what the commercial space model is that NASA has been using. Granted there are more details but that's basically it. Now they buy seats/flights for commercial crew for example.
This is the intent of an XPrize. Set an objective, pay a reward to the first groups to reach the milestones. The government could offer an XPrize as a tax-free incentive. Only paid if goals are met to specification. The government does not spend a dime otherwise, and in the meantime, innovation blooms.
