In the two highlighted blocks in Liberty Station, the 9 properties in the two blocks underpay city average property tax/sqft rate by 8.2k - or 900 each. Meanwhile the cost for Mills Act application is 700 if it passes. Mills Act is purely a "tax break for the rich" mechanism.

SF's sales tax (200M) is only 3% of SF's general fund revenue(6.4B). That "80% drop in some places" means nothing for the budget. Also remember that even with 8.6% sales tax and prop13, property tax revenue (2.5B) is still 12x sales tax. Abolish prop13 and CA will fix its budget

One of the most outrageous example of Mills Act is 6309 Hartley Dr in La Jolla. A 0.9 acre mansion that is valued at only 28.24/sqft, it is underpaying city average by 20k. The city gave the owner a 20-70% property tax discount to keep that mansion a financial liability.
The Mills Act is so ridiculous if I wrote it in college my prof would send it back thinking I was high. Ofc it ended up giving rich sfh owners who occupy 360 acres of land a massive tax break. Oh, and their homes are illegal to build now because of zoning laws that they support
