RDC : L'ODEP se retire du partenariat avec l'IGF, accusant un affaiblissement sous l'influence de Félix Tshisekedi L’Observatoire de la dépense publique (ODEP) a annoncé, ce lundi 6 janvier, son retrait du partenariat entre l’Inspection Générale des Finances (IGF) et la société civile dans la lutte contre le détournement des deniers publics. Florimond Muteba motive sa décision par la mise en place d'un dédoublement de l'IGF, en collaboration avec l'Agence Nationale des Renseignements (ANR), qui, selon lui, semble favoriser des recrutements au sein de la famille politique et biologique du chef de l’État. Dans un communiqué parvenu à la rédaction de *The Voice Of Congo*, Florimond Muteba, président du Conseil d’administration (PCA) de l’ODEP et modérateur de ce partenariat, renvoie les lecteurs au dernier rapport de l'ODEP, intitulé : « Le bilan de la gouvernance budgétaire du Président Félix Tshisekedi de 2022 à 2025 ». Dans ce rapport, l’ODEP met en lumière les éléments suivants : un budget irréaliste et non crédible, des dépassements budgétaires, la persistance des fléaux de la corruption et des détournements, des marchés de gré à gré, une budgétisation incomplète, des dépenses irrationnelles, ainsi qu'une longue absence de plan de développement. « En tant que président du Conseil d'administration (PCA) de l'ODEP et modérateur du partenariat société civile-IGF, j'ai pris la décision de démissionner de mes fonctions de modérateur il y a deux mois. Depuis lors, j'assure l'intérim de la modération jusqu'à la désignation de mon successeur. À présent, l'ODEP se retire totalement du partenariat, mettant ainsi fin à ma mission d'intérim en tant que modérateur », a-t-il déclaré. Florimond Muteba ajoute que d'autres raisons motivent le retrait de sa structure de cet accord : la suppression de la patrouille financière de l’IGF ; un climat politique, économique et social particulièrement dégradé, marqué par une insécurité généralisée et des violations des libertés d'expression. De plus, la crise liée au projet de troisième mandat du Président Félix Tshisekedi persiste, tout comme la crise humanitaire, avec 7 millions de déplacés de guerre. Silas M.
