Does the government have an obligation to prioritize the success of society above the success of an individual?
@minogully Countries that favour society, over the individual, like the nordic countries, do better. There is a balance. But a certain type of collective country does best, going by Hofstede's cultural dimensions.

@minogully That depends on if the society values the individual or the collective. It can be dangerous for society to sacrifice the individual for the needs of the collective. eg: Stalin, Mao, Hitler and other villains.
@minogully I think this is easier to answer if you change the word success to survival. Borrowing from Thomas Hobbes, if the society doesn’t survive, neither will the individuals
