I believe this is a new initiative by the Tamil Nadu Government. The government has published the contact details of all ministers, starting with the Chief Minister. For the Chief Minister, only an email ID is provided. For every other minister, both email IDs and mobile numbers are listed. MGR was a mass leader. By that, I mean he enjoyed broad acceptance among people of all religions and castes. The trust factor was very high, and few suspected him of bias. In any society-and especially in a fractured one like India- such widespread, unbiased appeal is rare. After MGR, Chief Minister Vijay is the one who has earned similar acceptance. This gives him significant political capital, which is why I believe he has the potential to drive the changes Tamil Nadu needs.
