@kunalb11 Explicit communication is a means to uphold and enforce the rules effectively within a society.
@kunalb11 A corollary: The more diverse a society is, the fewer rules (via laws and policies) there should be. Trying to manage diversity using more and more rules leads to building mistrust, and governance becomes inefficient and corrupt.
@kunalb11 They probably have a handbook just for saying "hi" 😉
@kunalb11 When rules are clear, communication tends to be more straightforward too.
