Pakistan doesn’t tax income. It taxes movement. Withholding was supposed to be a collection device. It became a dragnet: • Tax when you buy • Tax when you sell • Tax when you bank • Tax when you pay a bill • Tax when you register a car or property • Tax when you use formal channels Then they say: don’t worry, it’s adjustable. In law, maybe. In practice: the state takes first, refunds late (if at all). The rich can chase some money back. The poor never do. Result: • Formality is punished • Cash and informality are rewarded • Businesses lose working capital • FBR outsources collection to everyone else • A lazy tax state pretends this is “modern administration” A real reform is simple: • Tax income and profit, not every transaction • Keep withholding only where it actually makes sense • Auto-credit and time-bound refunds (with interest if delayed) • Kill nuisance withholding on utilities, phones, routine banking • Stop using filer vs non-filer as a substitute for real tax admin Pakistan cannot ask people to document while making visibility expensive. Public Service is the largest civilian category, which is why its composition is worth looking at closely. Of these awards going to Pakistani recipients, 295 went to men and 27 went to women. Ninety two percent against eight. In several years, the entire Public Service list held one or two women. The chart shows it plainly: the size of the pie changed a great deal, the way it was sliced did not.
Good data opens questions rather than settling them. A few I am left with. If the share going to science and engineering has fallen this far, what sits behind it? Fewer landmark contributions in those fields, fewer people entering them, or a shift in where the state looks for merit? IT and climate now appear where they never did before. Is recognition beginning to track where the country's talent is actually moving? And on the women's share, one possibility worth testing: the quota for women in the civil bureaucracy is around 10 percent, and the share of awards sits well below even that. So is this the awards reflecting an existing structure, rather than anything specific to the awards themselves? The awards are announced every August. Compiled across years, they let you see patterns no single announcement can. Happy to share the full dataset with anyone who wants to cut it differently.
Composition by field moves too, in ways a single year's list cannot show. Science and engineering together were close to a third of the 2021 list. By 2025 and 2026 they are under 2 percent of it. Over the same years, new categories appear for the first time: information technology in 2021, climate in 2025.
It stays flat. In every year from 2018 to 2026, women are between roughly 10 and 16 percent of recipients. The line does not trend up or down. The 2023 list was more than five times the size of the 2024 list, and the share barely moved between them. Set gallantry awards aside, on the view that they track military and police roles, and the pooled figure rises only from about 12 to 14 percent. So it is not one category pulling the average down. The pattern runs through the civilian awards too.
