It defines hardship standards and puts the responsibility on the employer to produce hardship costs if they were to accommodate the employee. It makes it more difficult for the employer as they have to prove the hardship and not just state it.

Andrew Cuomo called nurses, doctors, firefighters, cops, and essential workers heroes daily, praising them as saviors. Then August 2021: Cuomo slammed the vaccine mandate on healthcare workers—no jab by Sept 27 or get fired. Result? ~34,000 health workers inactive (fired, furloughed, resigned/retired), including over 10,000 outright terminated. Hospitals short-staffed, some paused services like maternity, National Guard called in. In NYC, de Blasio's mandate fired over 1,400 municipal workers (NYPD, FDNY, teachers, sanitation) for refusing. Radical left cheered: "science." No mercy for dissent. Courts later ruled parts unlawful, some reinstated—but hypocrisy burns: heroes one day, discarded the next for not obeying. March 13 was the test. Cuomo & radicals failed—fear as control, punishing the praised. NY remembers. No more hero-to-zero from leaders like Cuomo. Demand accountability!
