Mediassa kohistaan taas sodanaikaisista räjähteistä: viranomaiset saapuvat vasta päivien päästä tai kohde jätetään vartioimatta. Miksi? Resurssipulaan / koulutukseen voi hyödyntää myös siviilitoimijoita! Osaamista löytyy viranomaiskentän ulkopuoleltakin.
