Recomienda: fin inmediato del régimen de excepción, crear una comisión independiente (con apoyo internacional) para revisar casos uno por uno, liberar a miles sin pruebas suficientes (Bukele admitió 8 mil inocentes ya excarcelados) y restaurar debido proceso.
