Not disagreeing outright. But first - Mexico and Canada also collected the taxes. Second - most of the countries since 2010 - kind of have a very centralized power at the top. The IRS does not report to the president. Congress will have to pass a law. And if you let FIFA off the hook - there is going to be a huge string special interests right behind them. Most importantly - taxation is very much negotiated before a host is selected.
