Analyze what such a measure will create as well as the incentives for all the parts. Do not avoid looking realistically how human nature works. Imo, it will segregate society badly. The solution is lowering taxes in the first place, but in a way everyone contributes. Taxes are not just money but a group activity. Or everybody or nobody.
