He has a prior arrest and may be linked to other attacks. Despite the severity of the charges, the justice system set a pathetic $7,500 bond. The individual was seen forcefully yanking on their leashes hard and violently, forcing the dogs up onto their hind legs in clear distress. This is unacceptable animal abuse.
