@YaleJREG The big implications for the unitary executive theory are that, with chairs' powers, the existence of statutory removal protections may in some instances give presidents MORE control over commissions' policymaking, rebutting some recent Supreme Court presumptions.
@YaleJREG I analyze the powers of comm'n chairs across 82 federal agencies. A majority operate under a "strong-chair" model where chairs control agendas and staff. Associate commissioners have few authorities other than suggesting changes and voting against the chair's final document.
