The deadline for delivering IHR amendments to all the countries which would allow to proceed them in May 2024 at the General assembly HAS PASSED! According to article 55 it need to be delivered at least 4 months before the General Assembly. As the document is not ready not has it been delivered this amendments cannot happen! OK so if it will not then the best way to go forward is taking the WHO out of the agreement as the advising body and letting the countries create their own new agency without any of WHO people. As you claim you are only helping us to agree terms you should not be in decision making capacity then.
