Each region is allocated a certain number of spots that teams compete for. So Europe, even though they get the most spots (16) Is also the most competitive, so teams like Italy who are probably better than Qatar or Curaçao, has to compete against really good European teams, and didn’t make it. Africa has fewer spots (9) but is less competitive so teams like DRC make it.
