Thank you, Sir, for ensuring matters of public interest remain a priority. We respectfully request the immediate removal of the Rs. 3.04/kWh cross-subsidy embedded in B3/B4 industrial electricity tariffs. Productive industry has paid billions of rupees in excess of the actual cost of service, undermining competitiveness, exports, and investment. The anomaly is particularly glaring for B4 industrial consumers, who are not even connected to the distribution network yet continue to bear charges and subsidies unrelated to the service they receive. Respected Minister Sab I would like to draw your attention to a serious tariff anomaly affecting industrial consumers. A B3 industrial consumer pays a higher tariff than B2, yet is required to absorb the full 5–6% distribution loss between the grid station and consumer premises. In contrast, B2 consumers effectively have these losses absorbed within the DISCO network despite paying a lower tariff. I operate facilities under both categories and there is no economic rationale for such discrimination. In fact, this pricing structure discourages industries from opting for B3 connections and creates an artificial incentive to remain on B2. The injustice is even greater for B4 consumers, who are connected at higher voltage levels and place the least burden on the distribution network, yet continue to face an unfair tariff structure. Based on current consumption levels, B3 consumers are effectively cross-subsidizing B1 and B2 consumers by approximately Rs. 27 billion annually, while simultaneously bearing network losses and paying a higher tariff. I respectfully suggest that NEPRA direct DISCOs and K-Electric to install sealed metering at both HT and LT sides of consumer transformers to accurately measure actual loss differentials. Tariffs should then be determined on the basis of measured technical realities rather than assumptions. B3 consumers constitute one of the largest industrial consumption categories and are presently among the most penalized segments of the industrial sector. This anomaly deserves urgent review. B4 consumers sit on 66–132kV transmission lines, not even on the distribution network, so this charge has no cost causation basis. In line with the PM's vision of export led growth and rising value added exports, its removal would: • Grow exports & help textiles surpass target • Create new employment across the value chain • Add continuous process load improving grid stability & capacity utilisation, lowering per-unit cost for all Every penny matters. Let's give credit where it's due: the direction of reform has finally turned. The hard decisions on the fiscal side have begun, and that matters. But direction is not destination. We have to raise our sights. The real target is not just higher exports, it's a trade surplus. A country that consistently sells more to the world than it buys never has to go cup in hand for the next bailout. That is the only durable end to our boom bust cycle. We must not just meet but exceed our goods export target and drive it to $35bn (textiles $23bn), that is how we start earning the surplus. Three disciplines must anchor the next five years: 1. Stop the bleeding. The fiscal deficit drains national resources every year through debt servicing. A primary surplus is not an IMF imposition, it's basic self respect. Live within our means, then grow beyond them. 2.Borrow only to build. Every rupee of debt must create an asset that earns a return greater than its cost, export capacity, energy, infrastructure. Borrowing to fund consumption or plug deficits mortgages our future. That must end. 3.Make it measurable. Set the targets, exports, trade surplus, primary balance, publish them, and report against them every quarter. What gets measured gets delivered. And to restore competitiveness and capital, immediate steps in Q1 FY27: • Clear pending refunds now, income tax, sales tax, duty drawback, DLTL, TUF. This is releasing working capital already owed, not a subsidy. • SBP must prioritise high performers in new EFS/LTFF allocations, rules based, not discretionary. The exporters who exceed mandatory 2 times performance should be given priority. • Remove the Rs3.04/kWh cross subsidy on B3/B4 industrial tariffs. • Scrap the captive gas levy built on a flat wrong calculation. • Provinces must align with the federal target and end arbitrary taxation on goods exports. But this cannot rest on government alone. The private sector must step up and treat exports as our single highest priority, invest, modernise, and deliver. The policy direction is turning; the opportunity is real. It is now ours to seize. The reforms have started. I strongly urge @StateBank_Pak MPC to hold the policy rate this time With a US–Iran agreement appearing close, Brent prices are expected to soften further, while the recent reduction in petroleum prices by Pakistan will help ease inflation. This is the time to support growth, investment and exports—not tighten monetary conditions. FY27's export measures are welcome, advance tax on exporters cut by 0.75% and goods exporters exempted from Super Tax. The relief for the salaried class is also a much needed and commendable step that eases real pressure on households. But MTR on exporters rising from 1% to 1.25% pulls the other way. We ask one simple, doable correction: take it back to 1%. Consistency is what makes an export framework competitive, predictable policy lets exporters plan, invest and compete with confidence. 3) I welcome the Prime Minister’s directive for complete elimination of Super Tax on exports, even on profits above Rs 500 mln, and the reduction in total tax deductions on export realisations from 2% to 1.25%. These are positive and much-needed steps. However, raising minimum tax from 1% to 1.25% will hurt low-margin exporters. More importantly, this relief alone is insufficient to match competing countries. PESCO has long been a significant burden on the national economy, with losses reportedly exceeding 36%. At a time when industry, businesses, and taxpayers are being asked to bear unprecedented costs, awarding performance bonuses raises serious questions about accountability and governance. What exactly is being rewarded? Such decisions send the wrong message to the public and undermine confidence in reform efforts. Export competition is getting brutal. The global race for manufacturing and exports is intensifying, and the rules are being rewritten in real time. Turkey just passed a law (effective 2027) cutting corporate tax for manufacturers from 25% to 12.5% and to just 9% for manufacturer exporters, plus a 100% exemption on service exports. A deliberate bid to pull in capital, talent and FDI. Egypt drew ~$11B in FDI last year, defying a regional slowdown. Vietnam & Mexico keep winning factories and supply chains with targeted incentives and reform. The pattern is clear: capital flows to countries that reward producing and exporting, not those that tax it the hardest. Investors now rank tax incentives and infrastructure as the most effective tools to attract investment. We cannot afford to lag behind. We must catch up with the competition, overhaul our tax and export framework, and set a bold target: 20 million jobs over the next 10 years. My views during meeting with the PM last evening: 1) I appreciated the macroeconomic stabilisation achieved over the last two years, largely supported by documented businesses and the salaried class through higher taxation. It is now time to reduce their burden & provide them relief. 2) Meaningful relief is only possible by bringing the undocumented economy into the tax net. With cash in circulation exceeding Rs 11 trillion and estimated tax evasion of Rs 4–5 trillion annually, digital monitoring and simplified tax laws could enable recovery of at least Rs 1–1.5 trillion. 3) High taxes and petroleum levies have heavily burdened ordinary citizens. Govt has to show political will and focus must now shift from taxing the documented sector to documenting the untaxed sector 4) I also proposed sending a small official team to Bangladesh and Vietnam to study and replicate their export promotion policies. 5) The upcoming budget will determine where capital flows. Investment naturally follows sectors where returns exceed the cost of capital. Spot on Doctor Sb. Sustainable fiscal consolidation cannot come through perpetual extraction from the shrinking documented economy. Pakistan needs a paradigm shift from revenue maximization to competitiveness, productivity, formalization and investment led growth. The more the formal sector is burdened through turnover taxes, withholding regimes, delayed refunds and excessive energy costs, the more informality gets incentivized. Wealth creation, scale, exports and industrialization must become the center of policymaking if Pakistan genuinely wants to transition from chronic trade deficits towards sustainable growth and economic stability. The real question is: what is still stopping us from taking this path?
