Fiat, custodians, and ETFs are the overlay of Bitcoin. They can freeze a claim, reprice a share, or tell you the balance is different. They cannot make a full node accept a coin that was not mined under the schedule. That is the sense in which Bitcoin is the base layer and the rest is the display.
