Update: Issue resolved. Connected to Wi-Fi and the download started immediately. Still curious why pure cellular (with data allowed) keeps getting stuck on the “Paused – will resume…” state even on 5G though. @Apple @AppleSupport

iOS 26.6.1 on iPhone 17e: • Explicitly allowed download over mobile data • Data is on and working • Still stuck on “Paused – will resume when iPhone reconnects to the internet” Tried Airplane Mode, data toggle, restart. Nothing. Pure cellular only. Classic. @Apple @AppleSupport can you please help ?

Your latest update mentions that customers using self-hosted runners may see errors or rate limiting when runners register. This implies the runner still needs to communicate with GitHub’s servers over the internet. What happens in fully air-gapped / offline environments where the self-hosted runner has no internet access at all? In those setups, does registration / job pickup still require outbound connectivity to GitHub? Also, out of curiosity — why does a self-hosted runner need internet connectivity in the first place (beyond the initial registration)? Is it only for job assignment and status reporting, or are there other dependencies (e.g. analytics, updates, etc.)? Would appreciate any clarity on this. Thanks!
