THE DATA CENTER CAPITAL OF THE WORLD COULD HIT PAUSE • August 28, 2026 Loudoun County, Virginia is considering a temporary moratorium on new data center development. On July 22, the Board of Supervisors voted 6-1 to have staff prepare options for a pause on new data center applications. The Board is expected to vote on September 15. The scale here is what makes this different. Media reports say Loudoun County is home to more than 250 data centers, with roughly 100 more already approved or in the development pipeline. We are tracking even more. Regarding Data Centers currently tracks 679 projects in Loudoun County: 204 operational, 144 in development, and 331 proposed. That means 475+ projects are still somewhere in the pipeline. That includes 61 AWS projects, 38 Equinix, 34 Digital Realty, 18 CyrusOne, 11 Vantage, 10 QTS, 10 Centersquare, 9 Microsoft, 9 Sabey, 8 NTT, and 8 EdgeCore, to name a few. But there is a major legal question hanging over the September vote. Loudoun County has said Virginia law does not give the Board authority to simply impose a blanket moratorium on all new data center applications. The question is how they can legally do it. A pause limited to new rezonings or Special Exception applications would be very different from one that also reaches site plans, building permits, substations, or projects with existing approvals. That is what we will be watching most closely on September 15: which applications are actually covered, and what mechanism Loudoun uses to slow the pipeline without running into Virginia law. The moratorium is also not the only thing being discussed. Supervisors are pushing to end Loudoun’s 2025 data center grandfathering resolution, which could send more than 20 pending applications back through the county’s newer Special Exception process. This is the center of Northern Virginia’s data center market, with hundreds of projects already operating and hundreds more proposed or under development. A meaningful pause here would hit the data center pipeline at a scale we have not really seen before. We don’t believe the market has fully priced that in. All eyes on September 15.

DATA CENTER DENIED · Pinal County, AZ · Aug 26, 2026 Pinal County rejected Vermaland’s massive La Osa Energy Center in a 4-1 vote. The proposed 3,385-acre campus included: • Up to 11 data center buildings • ~400,000 sq. ft. per building • Up to 1 GW of power demand • 500 MW of planned on-site natural gas generation The project had already been scaled down from an earlier proposal for as many as 59 data center buildings and 3 GW of power demand.

DATA CENTER REJECTED · AUGUST 25, 2026 Coweta County, GA, unanimously denied Project Oak, a proposed 255-acre data center campus with five buildings, more than 895,000 square feet of space, and 280 MW of planned power capacity. According to the Development of Regional Impact report, Project Oak would use 28,000 gallons of water per day. Protect Coweta County, a nonprofit organization, is also opposed to Project Sail, Project Peach, Bridgeport, and Project Pegasus. They are actively recruiting citizens for petitioning signatures.
