There are plenty of asset classes whose return on capital is like, the risk-free rate (look at grocery store margins). That doesn't mean investment stops happening, it means that investors put that asset class in a different risk/return category when they balance their portfolio.

If apartment building moved from a growth investment to a core investment, there would be a lot less volatility in the real estate market, which is ultimately better for continued investment.
