The overthrow of Omukama Kazaana Ruhaga I triggered one of the most turbulent periods in the early history of the Tooro Kingdom. Ruhaga succeeded his father, Rukirabasaija Kaboyo Olimi I, the founder of Tooro, which emerged as an independent kingdom around 1830 after Kaboyo broke away from Bunyoro-Kitara. Ruhaga, described in historical accounts as Kaboyo’s third son, became the second Omukama. His reign was brief, with sources variously dating it to 1861–1862 or 1865–1866. Ruhaga was then replaced by his brother, Rukirabasaija Kasunga Nyaika Kyebambe I, who became the third Omukama. The circumstances of Ruhaga’s removal are disputed. Some accounts say Nyaika ordered his brother’s killing, while Daily Monitor describes the change as a bloodless palace coup. What is clear is that Nyaika took the throne after Ruhaga’s short reign. Nyaika initially ruled from about 1866 to 1871. He was briefly displaced by Kato Rukidi I, who was reportedly supported by Buganda, but Nyaika soon returned to the throne and ruled again until about 1872. (Monitor⁠) The struggle over the throne did not end with Nyaika’s return. A succession of royal claimants including Kato Rukidi I, Olimi II, Rukidi II, Rububi Kyebambe, Kakende Nyamuyonjo and Katera occupied or contested the throne during the 1870s. The repeated changes in leadership plunged Tooro into prolonged political instability. (Monitor⁠) The instability left Tooro vulnerable to Bunyoro, and the kingdom was eventually incorporated into Bunyoro-Kitara around 1880. Tooro regained its independence in 1891 when Daudi Kasagama Kyebambe IV was installed as Omukama with the support of Captain Frederick Lugard. (World Statesmen⁠) The exact dates and circumstances surrounding Ruhaga’s removal remain disputed in historical accounts. However, the broad succession is consistent: Kaboyo Olimi I was followed by Kazaana Ruhaga I, who was then replaced by his brother Nyaika Kyebambe I.

Rukirabasaija Patrick David Matthew Kaboyo Rwamuhokya Olimi III, the 12th Omukama of Tooro, died suddenly of a heart attack on 26 August 1995 at his royal palace in Fort Portal, aged 49. He was buried at the Karambi Royal Tombs, also known as Ha’gasani. His three-year-old son, Prince Oyo Nyimba Kabamba Iguru Rukidi IV, succeeded him. Born on 9 September 1945 at the royal palace in Kabarole, Fort Portal, Olimi III was the son of Omukama Sir George David Matthew Kamurasi Rukidi III and Lady Byanjeru Kezia Bonabana. His eldest sister was Princess Elizabeth Bagaya. He was educated at Budo Primary School, Nyakasura School in Fort Portal, Sherborne School in Dorset, England, and Makerere University in Kampala. Olimi III ascended the Tooro throne on 21 December 1965 following his father’s death and was crowned on 2 March 1966 at St John’s Cathedral, Kabarole. His reign was interrupted in 1967 when Uganda abolished traditional monarchies. After a period of exile in Kenya, he returned to public service, serving as minister-counsellor at Uganda’s embassy in Dar es Salaam from 1987 to 1990 and later as ambassador to Cuba from 1990 to 1993. On 10 January 1987, he married Best Kemigisa Akiiki, daughter of Prince Mujungu of Butuku. They had three children: Princess Ruth Nsemere Komuntale, born in 1989; Prince Oyo, born in 1992; and Princess Celia Komukyeya. When traditional kingdoms were restored in 1993, Olimi III was re-proclaimed Omukama in July, two years before his death.

Queen Best Kemigisa Akiiki became a widow at 28 when her husband, Omukama Patrick David Matthew Kaboyo Olimi III, died suddenly of a heart attack on 26 August 1995. Born on 22 April 1967, she was then left to help guide the Tooro royal family as her three-year-old son, Oyo Nyimba Kabamba Iguru Rukidi IV, was installed as Omukama on 12 September 1995. Kemigisa, the daughter of Prince Mujungu of the Batuku of Rwebisengo, was educated at Kahinju Primary School, Mpanga Senior Secondary School and Kyebambe Girls School in Fort Portal. She became Queen Consort in 1987 following her marriage to King Patrick Kaboyo Olimi III. After her husband’s death, she served as a principal regent and guardian to the young King Oyo alongside Princess Elizabeth Bagaya, Prince James Mugenyi and President Museveni. She remained part of the regency until Oyo came of age in 2010. Her other children are Princess Ruth Nsemere Komuntale and Princess Celia Komukyeya, who died in 1997 at the age of four. Kemigisa later turned much of her attention to community work. In 2011, she founded the Queen Mother Best Foundation to support women, youth, orphans, widows, people with disabilities and people living with HIV. The foundation has supported education and vocational training and promoted campaigns against female genital mutilation and child marriage. She also co-founded the African Queens and Women Cultural Leaders Network and has received an honorary doctorate and peace-ambassador honours. In 2025, she publicly urged her son, King Oyo, to marry so that she could have more grandchildren, following the birth of Princess Ruth’s first child. Oyo died on 27 August 2026 in Dallas, Texas, aged 34. Kemigisa was among the royal family members who accompanied his body back to Uganda.

#Flashback: Princess Elizabeth Bagaya, one of Uganda’s most accomplished royals, has lived a remarkable life spanning the legal profession, international fashion, diplomacy and the Tooro Kingdom. Born on February 9, 1936, in Kabarole, Tooro, Bagaya is the daughter of Omukama George Rukidi III and Queen Kezia Byanjeru. She became known as Batebe, or Princess Royal, of Tooro. She studied at Kyebambe Girls’ School and Gayaza High School before moving to England, where she attended Sherborne School for Girls. She later studied law at Girton College, Cambridge, graduating in 1962. In 1965, she became the first East African woman called to the English Bar at Gray’s Inn. A year later, she became the first woman admitted to the Ugandan Bar. After the abolition of Uganda’s kingdoms in 1967, Bagaya moved to London, where she entered the fashion industry. She modelled for Peter Lumley and later Ford in New York, appearing in major publications including Vogue, LIFE, Look and Ebony. She is widely recognised as the first Black model to appear on the cover of Harper’s Bazaar in 1969. She also pursued acting, appearing in Bullfrog in the Sun and later Sheena: Queen of the Jungle in 1984. Following Idi Amin’s 1971 coup, Bagaya returned to Uganda and served as a roving ambassador. In February 1974, she became Foreign Minister, making her Uganda’s first woman in the Cabinet. Her tenure ended later that year after she rejected Amin’s advances. She was dismissed, placed under house arrest and eventually escaped to Kenya in February 1975. Bagaya later returned to public service under President Yoweri Museveni, serving as Uganda’s ambassador to the United States from 1986 to 1988, and later as ambassador to Germany and the Vatican and High Commissioner to Nigeria. In 1981, she secretly married Prince Wilberforce Nyabongo, an aviation engineer and pilot. He died in a plane crash in December 1986, aged 32. The couple had no children, and Bagaya never remarried. After the death of her brother, King Patrick Kaboyo Olimi III, in August 1995, Bagaya became a principal regent and guardian to her three-year-old nephew, King Oyo Nyimba Kabamba Iguru Rukidi IV. At 90, Princess Elizabeth Bagaya remains a prominent figure in Uganda’s history, remembered for breaking barriers in law, fashion, diplomacy and public life.

#Flashback: Tooro’s Throne Has Never Been Inherited Quietly Tooro’s history shows that the royal throne has rarely changed hands without a challenge. From armed struggles between princes to modern disputes over succession, the kingdom’s royal history has repeatedly tested who has the right to sit on the stool. The pattern dates back to around 1830, when Prince Kaboyo, a favourite son of Omukama Nyamutukura Kyebambe III of Bunyoro-Kitara, broke away, took royal herds and declared himself king while his father was still alive. Fighting followed, but Kaboyo survived and established a new royal house in Tooro. After Kaboyo’s death, the struggle intensified. In the 1860s, his son Kazana Ruhaga took the throne, only to be killed by his brother Nyaika Kasunga Kyebambe, who seized power. The conflict became known as the Nyaikas. Nyaika was later forced out after Buganda backed another prince, Kato Rukidi I. But Kato’s reign lasted only months before he was removed by his subjects, allowing Nyaika to return. Tooro then went through a succession of short reigns involving Nyaika, Olimi II, Rukidi II, Rubuubi, Kakende and Katera before Kabalega of Bunyoro overran the kingdom in the 1870s and scattered the royal court. When the monarchy was restored under Kasagama in 1891, another prince returned from exile to claim the throne. The struggles eventually became part of royal ritual. After an heir is identified and funeral rites are completed, a team from the Bagabu traditionally goes to the palace to confront any pretender. What was once a real battle is now performed as a mock war at the Mugabate gate. The ritual was dramatically played out in 1995 when three-year-old King Oyo was installed. An “enemy force” led by a rebel prince blocked the palace entrance until the child king’s supporters forced their way through. Modern succession disputes have also echoed the past. In 1999, Prince Happy Kijanangoma was killed amid a dispute involving land and the palace. In 2015, his brother, Prince David Kijanangoma, challenged Oyo’s position and cited Nyaika’s overthrow of Kazana as historical precedent. The state intervened, and the cousins later publicly reconciled. Today, questions over Oyo’s succession — including whether he left behind a hidden prince and whether the search should extend to the descendants of Rukidi III — are unfolding within this long history. The Omusuuga still leads the succession process, while the 21 elders deliberate and Orukurato Rw’ensanju awaits the formal presentation of the heir. In Tooro, tradition has long carried one message: the throne is not simply handed over. A claimant must first face the challenge at the gate.

Sexual relations, major agricultural activities, loud music and public celebrations have been prohibited in Tooro during the nine-day mourning period for the late Omukama, King Oyo Nyimba Kabamba Iguru Rukidi IV. Married couples have been directed to abstain from sexual relations, while subjects have been advised to suspend digging and major farm activities. Visiting gardens to inspect crops is allowed, while tree planting has been encouraged in honour of King Oyo’s environmental legacy. Bars and entertainment venues have also been ordered to avoid loud music, while weddings, traditional introductions and other public celebrations have been postponed until the mourning period ends. The performance of the Tooro anthem and royal drums has been suspended. Households possessing royal drums and spears have been instructed to turn them upside down to signify that the throne is temporarily vacant. The mourning period begins on Friday when the King’s body returns to Karuziika Palace in Fort Portal and will end with his burial at the Karambi royal tombs on the 12th day after his deat

The body of Tooro’s late Omukama Oyo Nyimba Kabamba Iguru Rukidi IV is expected to return to Uganda today, Friday, marking the start of the kingdom’s official nine-day mourning period. The body will be taken to Karuzika Palace in Fort Portal, where members of the royal family will first identify it before it is presented for public viewing and last respects. The mourning period will run until September 12, ahead of the king’s burial at the Karambi Royal Tombs. Charles Kamurasi, the Omujwera Musuuga and head of the Babiito royal clan, said although Tooro subjects have been mourning since King Oyo’s death last Thursday, the traditional nine-day mourning period will only begin when his body arrives at Karuzika Palace. Following the announcement of his death, royal regalia, including the royal drum, stool and spears, were turned upside down to signify the end of his reign. Tooro Kingdom flags have also been lowered to half-mast, while the kingdom anthem has been suspended during the mourning period.

Parliament will today hold a special sitting to pay tribute to the late Tooro King, Oyo Nyimba Kabamba Iguru Rukidi IV, who died last week. According to the Order Paper for the 26th Sitting of the First Meeting of the First Session of the 12th Parliament, the tribute motion is the fourth item on the agenda and is scheduled for 2pm. The motion will be moved by the Prime Minister and Leader of Government Business, with 70 minutes set aside for debate. It will be seconded by Leader of the Opposition Joel Ssenyonyi and other MPs, including Lawrence Akugizibwe, MP for Mwenge County North; Linda Irene, Fort Portal City Woman Representative; and Spellanza Muhenda Boguma, Kyenjojo District Woman Representative. The special sitting will highlight King Oyo’s contribution to culture, tourism, youth empowerment and national development. King Oyo ascended to the Tooro throne in 1995 at the age of three, becoming the world’s youngest reigning monarch at the time. During his reign, he promoted Tooro culture while supporting modern approaches to leadership and development. Parliament is also expected to recognise his contribution to education, health, environmental conservation and the promotion of unity. After the tribute, the House will receive a statement from the Minister of Local Government on the implementation of the Parish Development Model and the revised PDM guidelines. Parliament will also consider the Prime Minister’s Time before debating a motion to adopt the Committee on Physical Infrastructure’s report on the status of Uganda Railways Corporation as of August 2026.

The late Omukama of Tooro, Oyo Nyimba Kabamba Iguru Rukidi IV, will be laid to rest on September 12, 2026, exactly 31 years after he was crowned king. The Office of the Omujwera Musuuga, the head of the royal Babiito clan, confirmed the burial date on Wednesday evening and announced changes to the arrangements for transporting the late king’s body from Entebbe International Airport to Karuziika Palace in Fort Portal City. The King’s body will arrive in Uganda on Friday, September 4. President Yoweri Museveni is expected to receive the remains at Entebbe International Airport and pay his last respects. The body will then be airlifted by a military helicopter to Kyegegwa District, where it will be transferred to an open, slow-moving vehicle for a road procession through Kyegegwa, Kyenjojo and Kabarole districts before proceeding to Fort Portal City. The revised arrangement replaces an earlier plan to airlift the body directly from Entebbe to Karuziika Palace. The change follows requests from residents and Tooro subjects along the Mubende-Fort Portal highway who want an opportunity to bid farewell to the late king. The procession will move slowly to allow mourners to wave and pay their respects but will not make multiple stops for public viewing. Security personnel will guide the public along the route. The official nine-day cultural mourning period will begin after the body arrives at Karuziika Palace. Traditional rites will be conducted during the mourning period, culminating in the burial on September 12. The burial date holds historical significance for Tooro Kingdom as it marks both King Oyo’s coronation in 1995, when he was three years old, and his final send-off 31 years later.

King Oyo Nyimba Kabamba Iguru Rukiidi IV was surrounded by several influential women who helped shape his life and reign. These include; Queen Mother Best Kemigisa, born in 1967, was Oyo’s mother and one of his principal regents after his father’s death in 1995. She guided and protected him until he came of age in 2010. Princess Ruth Nsemere Komuntale, Oyo’s elder sister and Batebe (Princess Royal), was installed in 1996. She has lived in the United States and is involved in charity work. Princess Elizabeth Bagaya, Oyo’s aunt, was another principal regent. A lawyer and former diplomat, she helped oversee the kingdom during Oyo’s childhood. Princess Cecilia Komukycya, Oyo’s younger sister, died of leukemia aged four in 1997. Her memory inspired the establishment of a cancer treatment fund. Together, these women played important roles in Oyo’s family, upbringing, cultural leadership and legacy.

The death of Tooro King Oyo Nyimba Kabamba Iguru Rukiidi IV has left several development projects unfinished, raising questions over whether his successor will continue the programmes launched under his 25-year Development Plan. Among the projects awaiting completion is the proposed King Oyo Stadium, for which 50 acres of land had been earmarked. The government was yet to begin construction and planned to conduct a feasibility study before work could start. The King Oyo Medical Centre in Fort Portal City was also undergoing renovation and a facelift ahead of its planned commissioning. In agriculture, model farms established across Tooro’s nine counties were at different stages. The King Oyo Model Farm in Bugaki demonstrated coffee, poultry, cattle, pineapples, tomatoes, bananas and goat keeping, while the Kyaka County model farm had been completed but was awaiting commissioning. The kingdom had also established youth skills initiatives, including an ICT hub in Muchwa and the Tooro Kingdom Youth Business Centre, with the ICT facility awaiting commissioning
