An Open Appeal to the United Kingdom and the Commonwealth To the Government of the United Kingdom, the Secretary-General of the Commonwealth, and the leaders of all Commonwealth member states: We appeal to you to stand with the people of Uganda at a time when many believe the country's democratic institutions, rule of law, and fundamental human rights are under severe strain. Uganda has been governed by President Yoweri Kaguta Museveni since 1986. Over these decades, numerous Ugandan and international human rights organizations have documented allegations of arbitrary arrests, torture, enforced disappearances, restrictions on political freedoms, and excessive use of force against critics of the government. The Commonwealth was founded on shared values of democracy, human dignity, accountability, and respect for the rule of law. Those values should not exist only on paper. They should guide action when member states are accused of serious and persistent human rights violations. Recent events have deepened concerns. Opposition supporters, activists, journalists, and ordinary citizens have reportedly been abducted, detained without due process, or subjected to torture. The reported treatment of opposition figures and their supporters, including the widely reported abduction and alleged torture of Eddie Mutwe, has drawn international condemnation. The reported assault on Barbara Kyagulanyi (Barbie Kyagulanyi), wife of opposition leader Robert Kyagulanyi, during a security raid has further alarmed observers. Reports indicate that she was allegedly assaulted and later required medical treatment following the incident. Many opposition politicians have also faced arrest and prosecution under controversial circumstances. Critics argue that these actions undermine political competition and erode public confidence in Uganda's justice system. We therefore call upon the United Kingdom and Commonwealth member states to use every lawful diplomatic tool available to encourage accountability, respect for human rights, and adherence to constitutional governance in Uganda. This includes publicly condemning verified human rights abuses, supporting independent investigations into allegations of torture and unlawful killings, and urging the Ugandan authorities to protect the rights of all citizens regardless of political affiliation. Questions have also been raised internationally regarding the growing concentration of power within the Museveni family, particularly the influential role of Muhoozi Kainerugaba, who serves as Uganda's Chief of Defence Forces and is widely viewed as a potential successor to his father. Calls for reviewing military cooperation or training arrangements, including those involving UK institutions, should be considered through appropriate legal and policy processes if there is credible evidence that participants have been involved in serious human rights violations. The people of Uganda deserve a future where political disagreement is not met with violence, where elections are genuinely competitive, where courts remain independent, and where every citizen enjoys equal protection under the law. We ask the United Kingdom and the Commonwealth to uphold the principles they profess by engaging constructively, consistently, and firmly in support of democracy, justice, accountability, and the human rights of all Ugandans.
