My great fear with AI regulation is that, in order to regulate open models, governments will target hardware. You’re going to be treating a few gigs of floats as munitions more or less, and this is an impossible “proliferation” challenge. So governments will use this as yet another pretext to force hardware manufacturers to provide them with permanent backdoors. Governments around the world hate free and private computing, always have. They can’t be trusted on this.
