Paolina Massidda, common legal representative of victims of former president Rodrigo Duterte’s drug war, highlighted the realities of why poor communities are vulnerable to drug use.
“In these communities, structural conditions including the absence of adequate mental health services, limited access to quality education, scarce employment opportunities, and the chronic stress associated with poverty, create an environment in which substance use is more likely to emerge,” she said during the confirmation of charges hearing on Tuesday.
