Ok, it's a bit more complicated than this. The hospital records don't distinguish between civilians and combatants, so the 18k number (or, 17.5k, to be exact) contains both. And given the fact that there are clearly excess male deaths in those records, this indicates that they also contain non-negligible number of combatant deaths. Now, the big question is what to make of the 14k gap between hospital records and the total claimed number. Most likely, the gap is a mix of three things: - undocumented combatants deaths (the rest of 13k) - duplicate deaths reports that are both contained in hospital records and were reported by regular Gazans via Google forms - completely made up "deaths"
