Overall (cont.) So far, I for one believe that the Animated Series and Gotham have done Oswald the best outside of comics so far. Many are saying that Oswald will be the villain of Matt Reeves' Batman. If he is then that's a reason to be excited. Penguin is easily one of the best

Overall: I love Oswald, though I do understand why he hasn't aged as well as the other Rogues. Penguin is a dark villain that can have a ton of complexity but he loses some of the tragedy that other villains have in many of the stories he's in.
