Rajputs and Mughals ruled because they knew the art of statecraft. They didn't need numbers of their tribe on their side to rule. Turks and Pashtuns partially used fear and shock. Every 18th and 19th century "empire" used numbers of it's ethnic group (exception were only Sikhs).
