Deliberation relating to anything we *need* is a moral issue because it objectively and necessarily affects others; deliberation relating to things we *desire* is not, because it only subjectively affects others, if at all. Whether or not a gov should give X dollars to the arts is a moral issue because it's money that cannot be spent elsewhere; whatever art a society creates once that money is allocated is not a moral issue, its affects are subjective and unnecessary.
