There is a structural problem when the implementers of policy are hostile to the legislatures political objectives, in that youncan deny them funds but cant make them actually regulate the way you want. This is the Rs problem. Take the border. Theybcan vote funds or not vote funds, but they cannot force Homeland Security to rule on migrants in the way the house Rs want. So they are stuck.
