An audit prompted by numerous whistleblower complaints from residents concerned about the City of Arnold's possible misuse of two Transportation Development Districts (TDDs) has now confirmed citizens' fears as the final report from Auditor Fitzpatrick finds the city has operated in the shadows and the grey areas of the law to generate millions of dollars in tax revenue without voter approval, and then used the money to inappropriately fund city developments. The audit report gives the city and its TDDs the lowest possible rating of "poor" while finding numerous conflicts of interest, a lack of transparency, and an effort by the city to derail the audit process. "The lack of cooperation from the city is on a level I have not seen during my time in office. I understand most political entities are not thrilled about being audited, but they also have a duty to cooperate with our office during the process and to be transparent and accountable to taxpayers. That is something city officials in Arnold seem to have forgotten as they have lost touch with what it means to be responsible stewards of taxpayer dollars. Auditor Fitzpatrick says the City of Desloge Municipal Division has made good progress to address the missing money uncovered by a 2024 audit and has taken important steps to prevent money from being stolen from the court in the future. Fitzpatrick released a follow-up report today that indicates court officials have implemented most of the recommendations from the previous audit that gave the court the lowest possible rating of "poor." "There are very simple but very important steps any government can take to ensure an unscrupulous individual is not able to steal funds. Unfortunately, the City of Desloge Municipal Division did not have these controls and procedures in place to prevent nearly $4,000 from being stolen," said Auditor Fitzpatrick. "The good news is the court has now made significant progress to segregate duties, which is a key component to prevent one person from having the ability take money without anyone noticing.
